When you use proxy.teamanandtech.com as your keyserver, that is what happens. I asked the same question a few months ago.

I don't use the RR proxy. I have my clients pointing to mine except for a few that have to use port 80, then they go to Brad's or Clueless.

Actually, no matter where it originated, or who's pproxy or client it came from, it'll always show the last IP in the chain.
