Is shipping ammo legal?

Yeah, but there's all sorts of rules involved with it.

EDIT: Through the shipping company, I mean. Try UPS, I've gotten ammo through them.
 
Ship it UPS and have them mark it(I can't remember the nomenclature). What kind are you shipping/why?

I'm not sure if UPS accepts hazmat from individuals any more. You might try calling your local UPS store or fedex, basically you just want to ship hazmats. Obviously it is going to cost a little extra.

Why not just send him the 15 bucks and tell him to go to Wal-Mart and buy a couple bricks of it?
