Is setting a system restore point good enough for spyware-prone users?

If ghosting's the better option, is there any way to ghost to CD or across the network to my PC? The PC in question only has one hard drive, and just a primary partition. I put a fresh install of windows on it and gave them user level accounts, but knowing these people, it may be clogged up within a week regardless...

You can supposedly make Ghost boot floppies to write to an external HD or to work with some wired network cards.

I've read that some spyware/tojans can get around restore points, but I'm no expert so I could be wrong.
