The name random access memory or its abbreviation, RAM in itself should be descriptive enough of what it is. It can be associated with a form of storage but since its volatile, it should be considered memory instead.

Stuff from HD get transferred into RAM for quicker access. HDD and RAM have nothing to do with each other.

And, volatile means that when power is removed, the memory vanishes. So, that is why it is not considered as storage. OTH, non-volatile memory such as NAND is considered as storage.
