Is "processor in box" OEM or Retail?

Some websites list AMD processors as "pib" or processor in a box. I was wondering if this meant they were oem or if they were retail. Do "pib" amd processors come with heatsinks and fans? Thanks, Rob
 
Boxed usualy means it's retail, and will come with the heatsink/fan. If it says white box on the other hand, thats used to refer to OEM.
