is PowerColor a good brand?

Yep, powercolor is good enough. Certainly not as good as MSI & Asus, but certainly not as bad as XFX 😉
 
I've had to rma one card back to newegg, but I've had luck with other cards of theirs as well. If the price difference is pretty big go for it.
