Since most asians come from china and have moved to other countries somewhere down the line, there are varying degrees of ethnicity. Take japan, for example. They've been separated from the chinese for so long that they now look different and have a different culture, though there are still many similarities. Now take taiwan. Except for the "native" taiwanese, most inhabitants there are chinese who have moved to taiwan in the last few generations. They haven't been there long enough to look any different (or act very different) than mainland chinese, even though many claim to be "taiwanese." They claim to be taiwanese like i claim to be American, even though i am clearly of Asian descent. (A matter of nationality vs racial background) In Taiwan you can tell who's a "native" because they look different. They're darker and more southeast asian looking.

Vietnamese people are the same way. Most are originally from china and look similar to chinese. Some may have mixed blood with native Vietnamese and so therefore have a slightly darker skin color. Many of these immigrants still have chinese names, but choose to spell them like vietnamese do. I have a friend who's chinese but from vietnam and he spells his last name "Quach," even though it was originally spelled "Kwok". I suspect that "Phuong" is the same. Probably taken from the original name "fung".

its vietnamese. however i think its a more popular first name than last. you might think its a last name because in vietnamese (like in many asian cultures) ... we write our names like: LAST MIDDLE FIRST
