is pci-e x4 same as pci-e x16 running @ x4?

hey guys that's my question.......if i put my 9600gt on pci-e x16 slot which runs @ x4 all the time then is it same as putting the card in a pci-e x4 slot?....n also is the mount of power drawn in both cases same?

Actually, a 16x slot should allow the card to draw 75W of power instead of the normal 25W maximum for the other slot sizes.
