in the late 90s, a "top end" video card was well under $300 (IIRC, I paid $99 or $199 for my Canopus Pure3D)
Now, top end video cards run close to $600.
That said, It's true that you usually don't need anything even close to top end to play the games, but some of us (were stupid?) bought 1920x1200 resolution or higher displays, and we want to game at the native resolution.
Older games, such as World of Warcraft or Doom 3, or Half Life 2, or Far cry ... can play at those resolutions with maxed settings for $200 cards, however, newer games (Vanguard and Supreme Commander for example) often result in very poor performance at that resolution unless you have a very high end card, or if you scale all the quality settings down pretty low.
That said ... anybody who "likes their console because they can hook it up to a big HDTV and play at 720p resolution" can EASILY connect their PC to the same display, and a midgrade video card will usually allow the graphics quality settings to be very high at such a low resolution ...
Even then, this isn't an apples to apples comparison.
I personally don't enjoy console games very much. Most of the ones I've played seem "simple" (that's a big plus for many, but not me, I tend to like games that most console players would consider to be "overcomplicated.")
