Is overclocking my Q6600 as simple as increasing the muliplier?

As I understand, the only Intel CPU's which allow a multiplier increase are the QX, extreme series. So since you can't increase the multiplier, then yes you will have to increase the FSB. As to the voltage, varies with each processor. If it were automatic, then Intel would be selling the chip as a Q6700, etc.

Overclocking is all about finding the chip margins.

1.) No, it's not that simple ... in fact, you're proposing to change the wrong thing (ie. the multiplier). In some cases you can get by with just one adjustment, but it's to the FSB.

2.) Yes, you will likely have to fiddle with all of those settings and probably a few other things as well. Not to mention, you ought to look at better cooling.

A starting point would be to set the CPU FSB to 333, but you're going to have to come up with the appropriate settings for your RAM as well. I'm afraid I'm not familiar with the RAM you have so I can't/won't make any recommendations.

It actually is quite easy, p35 mobo's are automatically on 1:1 dividers, if you have ddr2 667 or ddr2 800mhz ram, ram won't be an issue. Most q6600's, if not all, do 3ghz on stock voltages. So all you need is a somewhat decent cooler, and your q6600 will run at 3ghz in no time.
 
P35 will automatically set the divider to achieve the rated speed of the memory. Therefore, with an 800MHz chip, memory divider will be 1:2 with 400MHz RAMs.

I've got 2GB x2 Corsair XMS2 DDR2800 and the ABIT IP35 Pro mobo.

So you're saying all I have to do is bump up the FSB?

Shouldn't be a problem. FSB to 333, memory divider to 1:1.20. That way the ram will be in spec. If you have any stability problems, bump vcore a click or two. Watch your temps, but that's a mild OC and you should be good to go.
