is outgoing email scan really an issue

I have Norton AV 2005 scheduled for a daily scan. I have not had a virus in at least a few years.

It sets scanning for outgoing email automatically. How important is that? I often send large files out as attaches. It takes a while and I wonder if it matters. The files were scanned already while they lived here
 
Probably in your case, not an essential function. Outgoing scan is there to minimize the threat of a virus sending out email to propagate itself.

Today, many users have a first line of AV and Spam defense at their ISP/POP box level, and the AV system at home is a second tier defense.

I have disabled the outgoing scan for some time, and, although there is a slight risk, it has never caused a problem.
 
yes my ISP has what seems to be very good protection at the pop. I regularly get little notices of junk they stop and I add them to the ding list. I often remark to people that basically I dont get spam to speak of and many marvel at it.
