Is "no comment" a comment in itself?

Well, if someone asks me what I think, and I don't want to say something bad, or negative about somebody, even though I could, I will usually say "no comment".

Maybe it would be better to just say "pass". 😉

 
You would waste a lot of time just staring at a person waiting for an answer, when they do not intend on ever giving one.
 
It's great because it allows you to say something negative without opening yourself up to a counterpoint and debate.

Usually, but not always, no comment means negative but unwilling to say it.
