This is correct and I can confirm it with personal experience.
I solved it by calling my credit card holder and adding my other address as an "alternate shipping address". Since then I have placed several orders and all of them were processed without incident. Whenever I place an order I ignore my billing address and just use my shipping (alternate) address and that solves it.

I can also confirm this ... I've shipped to at least 6 alternate shipping locations via Newegg
over the years & it was never an issue once as long as I listed the address with my bank first.

Wouldn't making it easy like you suggest just leave the door wide open for fraud?
