Is my video card shot?

Its a 32mb TNT2 AGP card. When I put it in and boot up I get lines through any area that is grey and then more lines show up as I move the mouse around. The card is NOT overclocked and the heatsink is very hot to the touch. There is no fan attached to the HS. Oooh and I do have the lastest drivers installed. I have put an older 8mb card in and it works just fine. So is the card dead???
 
Hmm...weird, sounds like it's overclocked though it isn't...=) To put them on, what works is mix heatsink compound and superglue and then paste them together, not the best way, but works.
