It is not your shutter. You're shooting way too high a shutter speed for what looks like dark settings. slow it down to like 1/60 and open up the aperture. or put it in P mode and shoot a few shots in good lighting (eg, outside at maybe 4pm)

Agree - it is not a shutter problem. Those exposures at twilight and night demand a higher ISO and a shutter speed of about 1/60. I second the P mode suggestion. What camera are we dealing with?

As a general rule, just use the same settings you would if shooting film. A general Kodacolor ISO for daylight would be 100 to 400 - depending on other factors.

In P mode at a given ISO, you can play with varying aperture and shutter speed.
