Is my school trying to make me spend more on purpose?

Im going to CalPoly this fall. At first they said the book lists for courses would be posted on August 25th. Then it got moved to September 2nd. Now its still not up and I called them and they said it should be up in a few days. I dont want to buy the books through the bookstore since it is more expensive than buying them online somewhere else. However if they take much longer I wont have a choice because there wont be enough time for the books to get shipped to me. Anyone think they are trying to rip me off by making me buy it from them?
 
I usually just go without books for a week, and borrow the books I need from the library reserves. Order them used online by amazon or half.com. Sell back to bookstore at end of quarter, get back 70% of what I spent. Repeat.
