Is my router busted?

Here's the basic gist of my problem..

I'm not this person, but my problem is very similar to what she asked. My internet is really laggy, but if I reset the router (both by manually unplugging the power cord or electronically rebooting the router through internet explorer) my internet becomes fast again. The internet gets slow again after a period of time (15 minutes to 1 hour).

I've ran adaware and spybot and posted hijackthis logs on other sites, but people can't find anything wrong. I probably don't have malware because my roommate also has a slow connection and it becomes fast when I rest the router. The main culprit is the router.

But I'm clueless as to why my internet becomes fast after resetting the router. I connect through a physical cable and my roommate does through a wireless connection.

Now it could be a broken router, but why would it get fast again when I reset it? It's a Belkin and I called the free 24/7 support but they had no clue.

1. Could be a failing Router.

Why? it happens after 15 Minutes, I can speculate on few things but it would not help.

2. Could be a roommate (or yourtself) doing p2p or other "shtiiks".
