Is my RAM running at 1333 or 1600

So, my hardwares are:
1. mobo ASUS P8Z77-V LX2
2. CPU intel i3 3240 3.4 GHz
3. RAM Corsair 8GB (2x4GB) CMZ8GX3M2A1600C9

and this is the screenshot from CPU that's a little contradictory to me:

here, the frequency is not exactly 800. Is this correct? and the ratio is supposed to be 1:8, not 1:6 like the one displayed above

This is one of the two slots I installed my stick in. max bandwidth is 667 instead of 800. So which one is correct? the first screenshot clearly says 804.1MHz.

I also have another question, the motherboard has 4 slots with the following sequence:
1. black colored slot (DIMM_A1) --> nearest to CPU seating
2. blue colored slot (DIMM_A2)
3. black colored slot (DIMM_B1)
4. blue colored slot (DIMM_B2) -> furthest from CPU seating

The motherboard manual suggests to install the RAMs to blue slots (for better overclocking), but some of the website suggests to install them by taking the slot with smallest number first (in my case, that would be the black slots). As of now, I installed them in the blue slots (DIMM_A2 and DIMM_B2). Are these the right slots? thanks

SPD tab is for specs, for some reason 1600 is considered not withing the standard (JEDEC) so that's why max bandwidth would be off: it is considering 1600 as overclocking frequency. Per your 1st screenshot, it is running at 1600.

so, it's confirmed that my RAM is running at 1600MHz? and what about the slot selection? should I go for the black slots or blue? thanks

I've noticed in recent years that the motherboard manual usually advises using one particular pair of slots if you only intend to fill two of four. Consult the motherboard manual and don't skip the fine print.

You said that the manual said to use blue slots (for better overclocking). Why wouldn't you do that?

Yeah also consider that a manufacturer will usually have a certain way of things, and I think ASUS likes to use the blue color for fancy slots, suggesting that you use those fancy slots to get the fancy performance for ram that you are trying to squeeze every last ounce of overclocking out of. But really, setting it to the default overclock of 1600 is probably easily achieved on blue or black slots, and you probably won't notice the difference in how much you can overclock more than that in blue vs black, because you probably can't even notice the difference of going over 1600 in the first place.
