Is my PSU okay

I am having difficulty overclocking, and I think it might be my PSU that is holding me back. I used Sandra to check my voltages.

CPU 1.66
Aux Vol. 1.52
+3.3v 3.34
+5v 5.11
+12 11.86
-12 -12.36
-5 -3.45
Stanby 5v
Battery 3.14v

is that -5 reading holding me back. It is a Wintach 400w PSU that came with the case, and it has the following numbers on the side.

+3.3v 15.0A
+5v 30.0A
+12v 15.0A
-5v 0.6A
-12v 0.6A
+5VSB 2.0A

While I know its a cheap PSU, i thought 400w would be way more than enought.

Is this a something that needs to replace? If so, with what? How much does a good PSU cost? I have 1x60mm and 3x80mm case fans, and a cold cathode light, plus what is listed on my sig.
 
The rule with power supplies is quality, not quantity. The numbers you got off your PSU are more in line with a 350W suppy than a 400W. That should still be enough voltage, but numbers aren't everything. I wouldn't be suprised if it was the cause of your overclocking woes.
