Is my PSU getting enough power?

Ok so without saying what my PSU and GPU are. What are the signs that my GPU is not getting enough power?

Here's what happened. I tried to over clock th GPU with precision x and every time I run the stress test I get the same core clock speed no matter if I turn up the volts or mhz. If I turn the voltage and MHz down the core clock will go down, just not up.

I turned the voltage and MHz up just slightly and played metro 2033 as a test and the game crashed back to the desktop. I then left the MHz raised but turn to voltage back down to normal and it played the game fine.

Edit: I forgot to mention that my gpu temp is running between 70c and 80c under load.

Does it sound like my GPU is not getting enough power?

Nvidia card? You're at your max overclock. Won't go beyond a set limit at certain temps or TDP.
