Is my PSU defective?

Just got a new 450w PSU delivered today. Yanked out the old 300w, and installed the 450w. The only thing that happens after I connect to the mobo, is the psu emmits a slight high-pitched hum. No fan turning, and no power being delivered to the mobo. Did I get bum psu?

I would think most definitely. See, had it been that the power button was wired wrong, nothing would have come on at ALL when you hit the power button. The fact that it 'emmits a slight high-pitched hum' proves the button is hooked up right.

No power...yeah, sounds like it.

Now, if you happen to have a system (AMD 64 & P4 alike are known to have this hookup), there is a second power cord (not just the long oblong plug you attach to your motherboard) that MUST be hooked up. If your motherboard has it...you NEED it. It's simply four outlets on it, and is described: ATX 12V Power Connector: This 12v power connector is used to provide power to the CPU. I've known people to assemble systems, and forget to plug this one in, and got NOTHING as for power to the system. NOW, if your motherboard HAS this port, but your PS doesn't?...time to get a diff power supply...just make sure it has it.

Well I took the PSU up to CompUSA and they tested it for me. Fired up like a champ. I explained what is was doing when I plugged it in, and they told me it sounded like a feedback loop from my mobo. So they think the board is bad. But it works fine with my 300w power supply. Could it be the mobo cannot handle a 450w psu?
