Is my PSU dead??

My PSU died...I think. I blame it all on my old apartment that I just moved away from. It was old and didn't have a grounding hole in the sockets, bad wiring, etc.

Now when I hit the power button to my computer nothing happens, then after a second the machine starts (sort of). The HDD working light flickers off and on rapidly, the CPU fan comes on, but nothing else starts. Then I hold the power button for 3 seconds to turn it off, same as always...is this a PSU problem?

If not, what else could it be? I'm hoping it's not something like my CPU or Mobo, as both are slightly more expensive than my cheapo PSU...

Anyone have any ideas??
 
If I even suspect a PSU may be failing I carefully take it out and try a spare one. Those things can fry your other components if you keep trying to use it... might even explode.
 
Although, you could be extremely lucky and only need to clear you BIOS settings.

Also, just to add, wouldn't do any harm to disconnect EVERYTHING, then reconnect only the psu (including 4 pin to cpu if required), cpu+fan, BIOS speaker to the mobo.
Disconnect EVERYTHING from psu except mobo.
Restart.
