Is my PSU barely keeping up with my system?

Last night, I just finished putting together my new rig, and there were several times upon startup where it would power up.... then power down before even reaching bios by itself, and then power up again fine. I am wondering if this is an issue with my PSU not having enough power for the initial start?

PSU: Antec Basiq 550BP

Parts: i5-2500k (stock), Gigabyte-GA-Z68AP-D3 rev. 2.0, 4x2gb ram, Sapphire HD 5850, 2 standard hard drives, 1 samsung 830 SSD, Asus Xonar XD audio card (PCI-e)

I thought my PSU is plenty from previous questions here... but now im second guessing
 
Nope, the PSU is sufficient for that rig. IIRC, some of the Gigabyte Z68 boards have the double POST issue. It happened to an Asus P8P67 Pro board belonging to a friend of mine as well, I tweaked some settings in BIOS and everything was fine afterwards. I can't tell in detail though as it happened a long time ago when SB first appeared January last year. You could probably Google the solution to the problem, it happens quite often it seems.

I have flashed the bios and so far no boot loop. Hopefully it stays this way.

Additionally, I have another question concerning something else so that I don't have to start a new thread:

I am using CM Hyper 212+ on my CPU and it is around 35 degrees C without me doing much in windows. Is this because I need to let the thermal paste settle? Usually how long does it take to settle? I thought idling temps would be below 30 with 212+

Since this is no longer a PSU question, I don't think you'd be out of line to start a thread in the Cases & Cooling section. You'll probably get the most useful feedback there.

With that out of the way, 30C is 86F, so you're not likely to get much below that with any cooler. Your CPU can't go below the temperature of the room of course.

There's also the issue of your particular case setup. You didn't mention in your parts list what case you're using, but unless you have particularly good airflow you shouldn't expect to hit the numbers you see in cooler reviews.

All of that said, it doesn't matter much. 35C at idle is more than fine, and load temps are what really matter anyway. Put your whole system under stress and see how your temps fare at that point. As long as you're staying cool enough under load, you're good to go.

Air cooling will always be hotter than your ambient temps, including the fact that the air in the casing itself is already hotter than ambient temps. You're using your ambient air to cool your heatsink which in turn cools your CPU. I could say that 35C is acceptable as the rig belonging to my friend with a Core i7 2600 idles around 38-40C.
 
That PSU is crap, at least Antec Basiq a few years back was crap. 1900xtx couldn't be used with Antec Basiq 500.

Antec Basiq 550 = Seasonic 300 or so

Antec has better PSUs and with a high quality 550w PSU even from Antec, you may be okay, but this PSU isn't that good.

The power supply is fine.
 
A seasonic 300 would still be fine for that rig. It would be pushing it and you couldn't overvolt the processor or video card, but you'd be surprised how much a decent 300W PSU can handle. The Basiq 550 is fine.

Your comment is rubbish.

I was running an overclocked E2140 @ 3.2 (100% overclock), and an X1950GT/Pro (two different nearly-identical machines), plenty of DDR2, HDs, etc., on one of these PSUs (for each machine) just fine.

I later upgraded to HD4850 cards.

I did have one of the fans on a Basiq 500W fail on me in a year, which was disappointing. But there was never any issue with the power output.
