Is my power supply to blame?

I have a homebuilt desktop Core2Duo e6400 running off of an Antec NeoHE430 watt power supply. I recently had the computer shipped to Japan so I'm running it on a 100v @ 50hz line. I realize that a drop in efficiency usually accompanies a drop in voltage and/or frequency. Do you think that this drop in efficiency is to blame for my monitor not waking up when the rest of my computer does?

It only happens once every few times. Normally my machine is overclocked but until the summer heat dies down I have everything running at stock (below stock in the case of my ram.)

Thanks for your help.

Erm, the monitor isn't plugged into the PSU, is it? It's plugged straight into the wall, so can't be the psu. It might have something to do with the videocard, or drivers, since I don't see any relation between the PSU and the monitor powering on or not.

Well I don't mean powering on in the literal sense, I mean the monitor waking from sleep. So yes the issue lies within the desktop itself. What I'm wondering is if there are other things I should investigate besides the power supply.

Have you checked you video settings? Does the monitor exibit any other issues that may indicate it was damaged durring shipping? Have you double checked all the internal conections in the system since it was shipped?

I guess being in a new country has frazzled my troubleshooting common sense. I'm away from home until Tuesday, but when I get there I'll start from the bottom up to make sure everything is ship shape physically.
