Is my power supply dying?

As you see on the HWmonitor the +12V rail reads at 12.74V and I check on the BIOS it is 12.62V, it is way out of specification. I was wonder if my psu is dying, when I ran the linx I heard zz sounds from the case. My psu is the Corsair HX620 been running since Sep, 2007. Thanks guy my first post in the forum.

I just order a new psu see how that goes, as for multimeter not sure where to get one.

Dont trust HW monitor. I hate it when people use this program for voltage monitoring, as mentioned get a multimeter.

You can get one anywhere that sells tools or hardware or auto parts. Cheap ones can be had for $10 and are more than reliable enough for what you are going to use it for.

I absolutely agree with the above - software and BIOS readings are questionable at best for something like this. Radio Shack definitely has multimeters.
 
I went to Radioshack and pick up a multimeter apparently i can't get that work after about 90mins and once I tried again it sparks and I return the multimeter back to the store. I might pick up a psu tester from newegg thought. Thanks for everyone's opinions greatly appreciated.

Note: been an Anandtech reader for years (2006) just haven't registered finally decided to say hi to everyone and thanks again.
