Is my power supply bad?

I just got an Enlight 7237 case with an Enlight 300w power supply. I assembled my new system, it POSTed fine and everything was great until I noticed the power supply fan wasn't running. I thought the power supply fan was always supposed to run! Is there anything that could keep just the fan from working, or do I have a bad power supply?
 
since it's asssured that your newly purchased Enlight PSU fans isn't working, then I suggest you removed the PSU and demand an replacement which you duly needs and entitled.
 
I think some power supplies control the rpm of the fan depending on the temp. But I don't think that one does. I would exchange it.
