Is my Power Supply bad?

I don't know much about power supplies, however I did build my pc.
gigabyte gak8nxp-sli
amd 64 4000+
sb x-fi
geforce 7600gt
80 gb ide
160gb sata2
120 gb sata1
i believe my psu is 400w apex
it is 3+ years old
i experience stuttering in games
speedfan reports my
+3.3v min=3.331 max=3.36
+5v min=1.59 max=5.70
+12v min=12.16 max=12.35
-12v min=-10.55 max=0.64
-5v min=-6.21 max=1.98
+5v min=1.59 max=5.70

is it bad?
 
Motherboard voltage readings aren't always accurate. I think some of those are waaaay off, and the fact that your PC is still running means that the readings are wrong to begin with. I don't think the PSU can cause stuttering.
 
Use a digital multi-meter to get more accurate numbers. The 5V numbers look pretty bad, but they're probably being measured inaccurately.
 
Your best bet is to switchout if you can't test your PSU readings by multimeterm to a Fortron 450PSU or ENERMAX Noisetaker EG495P-VE SFMA ATX 485W.
 
I wouldn't think it's your PSU. Are you trying to run at higher settings than your video card can handle? That often causes stuttering in games.
