Is my power supply bad or my motherboard?

I put together a computer using a a Cooler Master CM 690 II with a Gigabyte GA-X58A-UD3R motherboard. The light on the mobo are always on. It turns on and off two or three times but then does not turn back on. The light on the board always turns on.
I have swapped out the three brand new ram sticks with the same results.

What do you think the problem is? The power supply or something else?

I changed the power supply and now the computer stays on. Thank you for your support!
