Or is it me.

Both data and wifi are enabled and connected.
If I send a picture from the phone (S4) via email, it fails. If I turn off wifi, it immediately sends.

You mean WiFi?

Looks like your router or cable connection is on the fritz, and is holding up the email. On the S4 there's an advanced WiFi setting to "Check for Internet service" that switches automatically to data when the WiFi doesn't actually seem to be connected to the internet.
