Is my Pentium 4 M running a the right speed?

I have an HP laptop that has a Pentium 4M 1.4 GHz processor. Now that way I understand it is when the laptop is plugged in the processor should be running at 1.4 GHz and when it's running on battery it will run at something slower.

Now when right right click on "My Computer" and hit properties in Windows XP on the General tab it will list the processor and says 1.4 Ghz and then underneath it says 1.19 Ghz. Does this mean it's only running at 1.19 even when it's plugged in?

Is there a way to really see how fast it's running?
 
CPU-Z will tell you the exact speed. As I recall, the cpu will drop to a lower speed depending on CPU demand. If you were to run a program, like SETI, it will cause it to go to 100% utilization at which point you could use CPU-Z to determine the actual maximum speed.
