I realized I have enough spare parts -- HDD, vidcard, soundcard, RAM, CD-ROM, PSU -- to build another computer except for a case. So I bought a case and resurrected an ASRock P4I45D mobo which I upgraded over two years ago. The mobo was working when I boxed it and put it in the storeroom.
After assembling everything, it won't boot. Upon initial cold start (and only when I first unplug the powercord from the AC), when I hit the power button, I can see all the fans (case fan, CPU fan) jerk so they're receiving power. There is no beep and the monitor LED stays amber.
If I remove the CPU (but leave the CPU fan plugged in) and do a cold start (again only when I first unplug the power cord from the AC), when I hit the power button all fans (CPU, case, videocard, PSU) spin continuously.
Is my motherboard dead? Is there a test I can do? I have 3 CPUs -- Celeron 1.8, P4 2.8, and P4 2.4 -- they all exhibit the same behavior above, that is, the fans just jerk.

EDIT: This has been going on since last night. After I posted the above, I tried again and now even when I leave the CPU in the mobo, the behavior is like the second one above, that is, the fans spin but no beep and no video. The CPU doesn't feel warm to the touch, it's cold.
