Is my motherboard bad?

My mother has an older Presario (Athlon 2200).
She told me that it wouldn't turn on. I checked the obvious power connections, then unplugged everything, took the side off & prepared to do the paperclip test on the PSU. When I plugged it in, I noticed the power light on the back of the PSU blinking. When I unplugged the 20 pin connector from the motherboard, it quit blinking & stayed lit. I did the paperclip test & the PSU kicked on. I plugged the connector back onto the motherboard & the light again started blinking.
Is this a sign of a dead motherboard?
 
I always have a spare PSU around to test boards with.

also on old boards, check the caps. Any swelling or leaking and the board is gone, unless you want to try replacing them.
