Is my monitor or video card dying?

Ok, lately when I boot up my computer my monitor makes this wierd cracking noise. It eventually will turn on normally, but it makes a few wierd noises included. Once I get into XP, it even blinks occasionally, like it just turns off and comes right back, also including a sort of cracking noise. Anyone know anything about monitors? I'm wondering if maybe it's dying, I mean it's not the best brand at all, Hansol, but it's lasted like 2 years or so. I'm wondering if it is time to replace it? Or could it be possible that maybe the video card is the issue? Anyone have any suggestions? Ack, it just did it again, turned off then came back on again.
 
I had another idea change your display settings to a lower res. and see if that fixes the problem. If it does time for a new monitor.
