Is my monitor dying? :(

Just recently I've noticed that when I turn my monitor off, I get a blue dot that fades away in the middle of the screen, kinda like what real old televisions do. It's a 17" Gateway EV700, about 3 1/2 years old now, and just needed to know if this indicates the monitor is about to throw in the towel.
 
If you think it is acting up you might think of looking for a new one now. There have been some hot deals on some the last month in the Forums. My 17inch Princeton started making odd noises and then the screen started doing some odd things also. I jumped on a deal of a 21 inch and the 17 inch died the day before the new one arrived. Now what do I do with the 2 broken 17 monitors I have? One the Princeton the other a CTX.
