Is my mobo overloaded?- won't always work with power fan on.

I turned on the comp this morning and only the fans turned. Did this a few times, and took the power fan out the power thinking it may be straining the power on the motherboard somehow. The computer worked straightaway. Odd. Anyway, I plugged the fan back in and it still worked, but crashed when I was pressing the back key with the mouse a lot in IE. Turned on the comp again, and same problem as this morning. WTF? Waited a minute. Worked again.
I noticed this morning that my PS2 keyboard was only halfway plugged in, but I've had no problems with it before and none after plugging it in better.
I am using a 250W Macron PSU with no signs of strain before. My CPU in 20C ambient reads 41C in BIOS today, never seen it so low. Is it possible to overload mobos with fans? I have 3 on it. THX
 
With your system setup, 250watt power supply should be enough. What type of fans are you useing?
What type of PS2 mouse are you useing?
 
It's extremely hard to get a CPU too cold to work. You couldn't do it without using some elaborate form of cryogenic freezing, anyway.
 
My system won't always work with the power fan in, all of a sudden. I am at a loss to explain it, other than that the motherboard has a problem supplying power to all fans. It might not be the power fans' fault, it might be the fast little FKK50 fans. They are certainly noisy though not making a faulty noise.
