Is my mobo junk?

Is it possible to test a motherboard to see if it functioning without a proc and memory installed? I have a Soyo SY-K7VIA Slot A mobo that I am not sure it is getting power. I want to see if the mobo itself is getting power. If I plug in the case and jumper the green wire and a black wire, the PSU fan starts, so I am assuming the PSU is okay.

Any ideas or suggestions or do i have to switch the cpu and dimm's to test it?

if the psu works when you jumper the pwrswth, then the mobo is getting power. otherwise, it wouldnt power up. u need mem and proc and vid card though, to see something.
