is my mobo fried?

i tried turning on my computer one day after not turning it on in a while and i could hear the power supply fans and stuff, but the computer wouldn't boot and i wouldn't get that POST 'beep' and the monitor would always stay in sleep mode.

now, i noticed that it was turned to 220V on the back of the power supply and i turned it off and put it to 110V on the PS, now if the computer is on when the back of the power supply is at 220V would that fry the mobo?

can anyone please help me?

PS would removing the battery for about 10 min help (ie clearing the cmos?)
 
ok now that i know my mobo isn't fried, can someone please help me as to why my computer isn't booting up and why my monitor light is flashing and therefore not getting a signal from my computer?
 
Try taking out all cards except video and memory ,if that doesn't work it could be your power supply is shot.
