Is my MOBO dead

Hey,I have an Asus P2B Slot 1 motherboard.I put it in a case and set it up for a P3 550 (jumpers at 5.5 and FSB 100mhz ) I powered it up and everthing seems to run except my CPU and CPU fan NO heat at Core.The power LED on the case just blinks I dont have any other Intel stuff to swap with to check stuff I get no beeps and no display at all.I have checked all connections and I know the power supply is good.I have never had a Bad CPU so I dont know if it would cause this or if it is most likely the MOBO or maybe it is just the way I have set it up The only setting I have found that need to be set is multiplier and FSB feq. Has anyone used this MOBO in the past that is more fimiliar with it than I am.. Any ideas would be great..
