Is my M810 mobo DOA?

I'm building a system for a friend, and I can't get anything to power up. This is what I tried so far based on a link someone posted in these forums:
1. PSU works- shorted the pins, PSU fan spins
2. Took mobo out and placed on the anti-static bag it came with- this is to make sure the case wasn't casuing a short- nothing powered
3. Left in only the bare essentials (CPU, RAM, HD) in case it was the hardware- nothing
4. Shorted the jumper for the power switch- nothing

Everything is brand new- not sure if a bad CPU or RAM wouldn't allow the system to power up- I figured the PSU fan would at least spin, but I get nothing.

Any opionions would be great before I go through the process of RMAing it back (I bought it from wiredzone.com, if anyone is interested). Thanks for the help.
 
Fixed it (thanks to HappyPuppy)- for some reason, the clear CMOS jumper was set to "clear" instead of normal operation. It boots up now.
