Is my LCD Monitor starting to die? Or could this be a video card issue?

I have a 3 year old Hanns-G 19" LCD monitor which I really like, but I'm wondering if it's starting to die. I have a couple stuck/dead pixels on the lower left and sometimes I see a thin horizontal line that looks like a smear about 1/2 an inch from the top of the screen. Sometimes it's there, sometimes it isn't. Is this how LCD monitors die? Could this be a video card issue? I'm on a BFG 8800 GT (the one with the crappy HSF).
