Is my IE hosed????

The other night I downloaded this "Webcelerator" program. I installed it, but it didn't seem to work all that well, if at all, so I decided to uninstall it. Since then, I can't get anyplace with my IE. I don't believe that it is a problem with my ISP, because I am able to access my email, and I can access the Internet through Opera. I tried to reinstall Windows over my current installation, but that didn't work. Does anyone have any ideas on how I can get this fixed? Will I have to reformat my hard drive to get it fixed? Any ideas would be appreciated.:|
