for those wondering how

"You can choose custom icons for "My Computer," "My Network Places," and the "Recycle Bin." Simply right-click an open area on the desktop, and choose Properties. When the Display Properties window appears, select the Effects tab. Click the icon that you want to change (for instance, My Computer), and then click the Change Icon button. Pick a new icon from those presented, or click the Browse button to hunt for more."

You can get TweakUI for XP from Microsoft and there is an option to rebuild the icon cache. Theres also a icon database file in your user folder.. I believe deleting it and rebooting helps too.
