i recently moved into a new home and noticed that along with phone outlets there were ethernet outlets too. I tested to see if they would connect to each other and
they didn't so what are they for?

Any ideas?

are they supposed to work because my builder (emerald, D.R. Horton) didn't do such a great job on the house.
 
They should terminate at a patch panel somewhere in your house. A cable tester will tell you if they are installed correctly.
 
Network outlets are not suppose to be connected one to the other they suppose to lead to a central place in which they can be plugged/connected to a switch/Router etc.

Look at all the closets and behind removable panels and see if there is such a central place and or call the builder to ask about their wiring design.

well if i was to use them to access the internet would i have to plug my modem into the central place

and if i did would all the other ports be automatically connected to the internet?

Well, not really. Lets say you have a DSL router with a 4 port switch built into it. You could then connect from your central wiring closet up to 4 network drops to that router.

JackMDS has a great site for this sort of stuff. Go through the site and I bet it answers most of your questions.
