1- when i boot up, windows wont finish loading. the loading screen comes up, but it never actually starts, even after waiting for over 6 hours.
2- i tried to reinstall windows, but it says the windows partition cant be repaired. so i tried formatting- it says the hard drive wont format. i tried deleting the partition- it says the partition cannot be deleted. then i got a blue screen of death.

Mabye. The fact that you are partially booting XP seems to indicate your MBR and boot loader sector aren't hosed. You can try to boot to the XP recovery console and run FIXMBR, but I don't know if that will help.

Sounds like your partition table might be corrupt. You may be able to low-level format the drive and have it flag any bad sectors as unusable. Hook the drive up as a secondary disk on another computer and see if you can see any of the data (unless you don't need any of that data), then low level it with one of the following utils.
