Is my GTX 1080 underperforming?

Ok so I just bought an Asus GTX 1080 Strix OC and I believe it to be underperforming for some reason. FPS should be higher then what I'm getting if I'm comparing with the many benchmarks that have been published on the web so far.

First things first, my rig :
-Mobo : Asus Maximus Hero VIII
-CPU : I7 6700k
-CPU Cooler : Corsair H80iGT
-RAM : 16Gb corsair (2X8)
-Main SSD (with OS) : Samsung 850 PRO
-Secondary SSD : Corsair Neutron XT
-HDD : WD Black 1TB
-Sound : Soundblaster Z
-Monitor : Acer XB271HU (144hz and G-Sync compatible)

Second, how I installed my GPU :
1- Used DDU to properly remove all video drivers
2- Removed old GPU (GTX 970)
3- installed new GPU (GTX 1080)
4- Installed most recent geforce drivers (368.69) with Clean Install option checked
5-Removed MSI Afterburner along with all settings
6-Installed most recent version of Asus GPU Tweak 2
7-(After trying to troubleshoot problems, uninstalled Gpu Tweak 2 and reinstalled MSI Afterburner, didn't fix the problem)


Now on with why I think my GPU is underperforming...
So I mostly play Tom Clancy's The Division. With all settings maxed out at 1440p (except for resolution upscaling which I leave at default 100%) I am getting between 40 and 65 fps while playing. When looking at benchmarks like theses two, the gtx 1080 should get more like 80fps average...

Similar results with fallout 4 :

They are getting over 100fps at 1440p with max details, while I'm hovering around 80 fps (and they are using the founder's edition!)


I almost feel like I'm getting the fps I should be getting if I were playing in 4k but I'm in 1440p...

In the 3dmark 1.1 free demo I scored 17 905

Other info
-I tried disabling G-sync but it didn't change anything.
-I tried reinstalling the drivers but no luck
-I play all my games in fullscreen (not borderless windowed)
-I did not overclock the card past the stock OC (1936mhz boost core clock)
-When playing, the GPU usage and Power target both seem normal (going to 100% on heavy load)
-Temperature seems normal and fans are spinning under load. I added a custom fan curve that's more agressive than the default auto mode



Here is a screenshot of afterburner and GPU-Z after playing the division for a minute.
You can't see GPU Usage onscreen but it's at 100% while playing.

Am I just crazy and expecting too much or is there a problem??

Instead of using games use an actual benchmark like heaven, see what other people test at (settings) get your resulting score number and compare.

What power supply you using? Also I agree with Annisman you need to bench it with something so you can actually compare it to other people with similar setups.

the best advice I have for you is to try this card in another rig and see how it performs. nothing beats that kind of testing. it will 100% tell you whether it is a hardware problem or not. or simply a bottle neck somewhere in your machine or software. or a defective card.

Unless you test it in the same way and in the same place, your results will not match the benchmarks you see. The best method to test, is comparing to standard benchmarks. Those don't vary, assuming you use the same settings.

Recently got my rig too, and I ran some benchmarks using ingame benches.

Specs:
ASUS Z-170 PRO + i7-6700K
Corsair 2x8gb 2400MHz RAM
Corsair RM850x PSU
Gigabyte GTX1080 G1 Gaming

Games tested (every single setting set to maximum @ 1080p):
Dragon Age Inquisition on Kingston V300 480GB SSD | 66 - 81 fps
Shadows of Mordor on Seagate 2TB SSHD | 89 - 120 fps
Total War: Rome II on Seagate 2TB SSHD | 56 - 90 fps
Total War: Warhammer on Seagate 2TB SSHD | 66 - 90 fps

Note that the above results are what I can remember off the top of my head, they may be slightly different, since I don't have a good memory lol. Since our systems are fairly similar this might help.

17/18k 3DM is what I was getting at around 18xx boost clock, and your graphics score of 23k looks completely fine to me?

At around 2050 boost clock your graphics score will be around 24.5k.
