Is my E6400 under-clocked?

THis is a new system install. I have not messed with updating the board bios or looking at the OC guides, which I plan to in the next few weeks.

I just downloaded CPUZ for the heck of it, and it seems the multiplier might be a little low?

Put your CPU under load and then check CPU-Z - should then see it at full speed.
