Is my Duron not getting enough voltage?

I have a week 40 Duron 800MHz that I have overclocked to 950MHz.. I have 1.7v selected in the BIOS but MSI's motherboard monitoring software showws that it's really 1.77v. Occasionally (and very randomly), I'll get a blue screen involving VxD VMM or VxD VFAT. Press a button and it seems to go back into Windows perfectly for about two seconds.. Then, my computer freezes.. Press CTRl+ALT+DLT, I get another blue screen telling me to press a button and wait for the Close Program Dialog Box to appear.. So, I press the button and I get a black screen with my mouse pointer.. Get another blue screen that says that my system is either busy or unstable. All in all, I eventually have to reset. Could this be caused by lack of voltage? My temps are around 31 C. idle and 34 C. stressed. Any help will be greatly appreciated.
