is my cpu too hot?

p3 700 not overclocked.
temp hits as high as 46c is this too hot? lowest around 37c when i'm not doing anything.
I have alpha pep, heat sink never gets warm. infact cooler than the room tempture.
Heat sink is setting right.

Well the fact that the heatsink is room temp is not neccesarily good, that may mean that heat is not getting transfered from your cpu to your heatsink properly, i would get some arctic silver if i were you.

Case cooling would also help. I used to get ~45C on my PIII 450 with retail H/S/F and some crappy case fans. I then got a coolmaster cooler(with some fine thermal paste) and downed it to 38C, then I took a 120mm Case fan for intake and a slot cooler for outake and it won't budge past 30C
