Is my CPU running too hot? :(

I noticed this morning, after running Memtest86+ 4.0 overnight for 7-8 hours, that my CPU temp was at 63 C in the bios and my stock CPU fan was running at around 2400 RPM. My fan was recently cleaned with a can of compressed air too about 2 hours before I started running Memtest86+.

I have a normal CPU cooler, which is just the regular approved-by-Intel cooler. It's just a basic heatsink + cooler vertical that I paid around $10 for back in the day.

I have 5 case fans, 6 if you count the huge one on the PSU.

Does it matter if the side panel of my case was off all night? Maybe this was preventing sufficient "air flow"?

This isn't normal is it?????

Ambient Temp: Around 22 C
CPU: Core 2 Duo E6400 2.13 GHZ
Mobo: Asus P5B Deluxe
Memory: 4x1gb Crucial Ballistix DDR2 PC6400
 
I would say that is normal for the intel heatsink/fan. Remember that the temps you see in almost all benchmarks online are temps above ambient (some do show the actual temps as well). So when the graphs show 30C, it really mean 30C above their room temperature, in your case that would mean the real temp was around 52C. Stock Intel heatsink/fan. That looks a little hot, but not enough to say that it is wrong. If you really feel concerned, go pickup an Arctic Freezer 7 Pro for like $20....
 
i had this problem before, I slapped in the heatsink listed above (freezer 7 pro) and it helped with the cooling...just make sure its pointed to the exhaust fans. brought my temps down to 40idle and 45ish load. (not great, but better)
