Is my CPU or memory my limiting factor?

I have an XP 2100+ and 512 MB of HyperX PC3000 ram installed in an EPOX 8RDA board. It seems that I can only get 3 stable overclocks: 11 x 190, 180 x 12, and 185 x 11.5. I have tried relaxing the memory timings but it doesn't seem to do much. I have also raised the voltage of my CPU to 1.750 and my memory voltage has also been raised(can't recall voltage offhand)and that didn't seem to help too much. How should I proceed to overclock higher? Or should I just be content with what I am getting and try again when I upgrade to a new CPU/memory?
 
More than likely, it's your motherboard. Alot of people with the 8RDA's have problems hitting 200fsb, especially the ones with the first revisions of the board. Maybe you should look into either an Abit NF7-S or an Epox 8RDA3+. My 8RDA3+ will do 219fsb, but the NF7-S's usually can hit between 225-230fsb.
